He was a magistrate of the Muromachi Shogunate. In 1347, he became the steward of the Mandokoro. It is said that the failure of Ashikaga Tadayoshi's plot to assassinate Takano Moronao was due to Kiyotane's change of heart. His posthumous name was Dosai.
