Company Accounting Control Order

The most controversial aspect of the reorganization of the wartime controlled economy that was being carried out was the "New Economic System." The Basic National Policy Outline of July 1940 introduced a planned economy, and the Company Accounting Control Order, which was promulgated in October 1940 based on Article 11 of the National Mobilization Law, stated that "the true purpose of management for a company is to share the responsibility imposed on the national economy in order to achieve the national goal" (Article 2), thus introducing the logic of prioritizing the public interest into corporate management and establishing a new system that aimed for the "separation of capital and management." In November 1940, the Planning Board submitted to the Cabinet a draft of the Establishment of a New Economic System, the main contents of which were "separation of capital and management," "profit restrictions," and "establishment of industrial control mechanisms." However, it was met with strong opposition from the business community, the former established political parties, and Commerce Minister Kobayashi Ichizo, and was promulgated in December with major revisions that introduced the principle of leadership only to economic organizations.
