A type of highly efficient purse seine net developed around 1888 in Shiinauchi Village, Kaijo County, Chiba Prefecture, on the Kujukuri Coast, through the efforts of Sembonmatsu Kisuke, Ishibashi Tarobei and others for catching sardines. The hemp net was about 106 ken long and 21 ken wide, and required two fishing boats and 26 fishermen. In the early Meiji period, the beach seine nets and hachida nets (a type of set net), which had been used to catch sardines in Kujukuri, were in decline due to a decrease in the number of sardines coming ashore, and there was a demand for efficient fishing nets that could go further offshore and catch schools of fish more efficiently. 1888年ごろ九十九里浜の千葉県海上郡椎名内村において,千本松喜助,石橋太郎兵衛らの努力によりイワシを捕獲対象として開発された高能率の旋網の一種。長さ106間,幅21間ほどの麻網で,漁船2艘,漁夫26人を要したという。明治前期にはそれまで九十九里のイワシ漁網であった地引網や八手(はちだ)網(敷網の一種)が,イワシの接岸量の減少などもあって衰退過程をたどっていたので,より沖合に進出して能率的に魚群を捕獲できる能率漁網が求められていた。
