The 206th Proclamation of the Grand Council of State in the 6th year of the Meiji Era. This is a criminal code enacted on June 13, 1873. It came into force on July 10. It consists of 12 charts, 14 rules, and 318 articles. As its name suggests, the New Code of Laws enacted in 1870 was only temporary, and since its enactment, there have been many cases of partial revisions and additions to make up for shortcomings. On the other hand, there have been many doubts from judges about the application of the provisions, and the Ministry of Justice has also expressed a number of opinions on these. In light of this situation, it became urgent to systematically organize the code once again, and revisions were started. The work was carried out by Akira Tsuruta, Shigeyoshi Mizumoto, Shigeya Obara, and Ryosuke Muraoka, and the code was enacted and promulgated in 1873. It has various features, such as being distributed nationwide, each article being numbered, and the statute of limitations being clearly stated. It also shows some newer aspects than the New Code of Criminal Law, such as some influence from French criminal law, but it is in line with the Provisional Penal Code and the New Code of Criminal Law in that it is a code based on the Ritsuryo system. The Revised Code of Criminal Law is not a code to replace the New Code of Criminal Law, but rather a revised and expanded version of it, and both were in effect until the end of 1981.

明治6年太政官布告 206号。 1873年6月 13日に制定された刑法典。7月 10日より施行された。全編 12図，14律，318条。明治3 (1870) 年制定の新律綱領はその名の示すとおりあくまでも一時的なものであり，事実同法が行われて以後その足りない個所を補うための部分的改正・追加などの必要が相次ぎ，一方裁判担当者よりの法条適用にかかわる疑義およびそれに対する司法省側の見解も多数にのぼるなどの事情が生じた。そのためそうした状況をもふまえ再度法典の体系的整理が急務となり改定に着手，鶴田皓，水本成美，小原重哉，村岡良弼らによって作業が進められ，73年に制定公布された。全国に頒布された点や各条に条数を付し，時効の制度を明示した点など種々の特徴がある。また若干フランス刑法の影響がみられるなど，新律綱領に比べて新しい面がみられるが，律令法系の法典である点では仮刑律，新律綱領と軌を一にする。また改定律例は新律綱領に代るべき法典ではなく，これを修正増補したもので，両者相並んで 81年末まで行われた。
