A foreign lawyer is a person who is qualified to practice law in a foreign country, is authorized to practice legal affairs related to foreign law in Japan, and is registered in the Japan Federation of Bar Associations. It is governed by the Special Measures Act on the Handling of Legal Affairs by Foreign Lawyers (1986), and its mission is to improve the quality of legal services related to foreign law and to facilitate international legal relations between citizens and companies. It is also an essential system as a prerequisite for Japanese lawyers to practice legal affairs abroad. The 1994 amendment to the law relaxed the regulations on reciprocity and joint venture relationships, and the 1998 amendment further relaxed the work experience requirement and expanded the scope of work. The 2003 amendment, as part of the judicial system reform, promoted collaboration and cooperation between lawyers and foreign legal consultants, and removed the provision prohibiting foreign legal consultants from employing lawyers.

外国における弁護士資格を持ち，日本国内で外国法に関する法律事務を扱うことを認められ，日本弁護士連合会の名簿に登録された者。〈外国弁護士による法律事務の取扱いに関する特別措置法〉（1986年）によって規律され，外国法に関する法的サービスの質量を向上させ，市民および企業の渉外的法律関係の円滑化を図ることを任務とする。また，日本の弁護士が外国において法律事務を扱えるようにするための前提条件としても不可欠の制度である。1994年の法改正により，相互主義関係や共同事業関係の規制緩和がなされ，さらに1998年の改正で職務経験要件が緩和され，職務範囲の拡充等がなされた。2003年の改正では，司法制度改革の一環として，弁護士と外国法事務弁護士との提携・協働が進められ，外国法事務弁護士による弁護士の雇用禁止規定の削除等が行われた。
