This treaty was created by the United Nations International Law Commission to codify and clarify the rules of international law regarding diplomatic relations and privileges, which had previously existed mainly in the form of customary law. It stipulates the duties of diplomatic missions, the privileges and immunities of missions from jurisdiction, and the privileges and immunities of diplomatic agents. The International Law Commission began deliberations in 1954 and produced the final draft in 1958. A conference on diplomatic relations was held in Vienna from March 2, 1961, with the participation of 81 countries, and as a result of deliberations, the treaty was adopted on April 18.
