In the United States, the National Environmental Policy Act (NEPA) was enacted in 1969, which requires the government to prepare and publish an environmental impact statement (EIS) that includes consideration of alternatives for major federal government activities that have a significant impact on the quality of the human environment, and to implement public participation procedures such as allowing residents to submit their opinions on the statement, and allows residents to file injunctive lawsuits against violations of these regulations. Note that government activities subject to NEPA are not limited to development activities, but also include the approval of private railroad fares, nuclear facility export programs, and the provision of subsidies.
