In a narrow sense, it refers to periodical printed matter that is published for a large number of readers and whose main contents are reports, commentaries, and reviews on current events. In other words, it refers to newspapers. Article 1 of the Newspaper Law, promulgated in May 1909 (repealed in May 1949), defines it as follows: "In this law, the term newspaper refers to works that use a certain title and are published at a specified time or within a specified period of time of less than six months, and works that are published temporarily outside of the specified time period using the same title as the main work."
