In contrast, the understanding of the concept of a public enterprise in Japan is determined and restricted by the meaning or nuance of the concept of "enterprise," and is narrower than the concept of öffentliches Unternehmen in German law, referring to a business or business entity that has so-called corporate characteristics (such as an independent accounting system).
