…The issue of reparations arose in Japan after Japan's defeat in World War II. In April 1945, toward the end of the war, the United States, the United Kingdom, and the Soviet Union formed a reparations committee, appointing Edwin W. Pauley as its representative. Considering that the excessive reparations to Germany after World War I had led to economic turmoil and the rise of the Nazis, the committee presented a basic policy of avoiding reparations in the form of cash or products, focusing mainly on the munitions industry and related excess existing facilities, and limiting the amount to a level that would enable economic independence. The Pauley Commission arrived in Tokyo in November 1945, and based on its own investigation, requests from the US government and the Far Eastern Commission, and petitions from the Japanese government, it prepared the Pauley Final Report in April 1946, recommending that the majority of heavy industrial facilities, mainly those for the munitions industry, that had escaped air raids be removed as reparations. …
