[Discussion on welfare society]
The first scholar to tackle the welfare society head-on was A. Peacock, who attracted attention with his book Welfare Society in 1960. In it, he compared 1900 with 1960, and noted that (1) government expenditures (central and local statistics, the same below) increased five-fold in real terms and four-fold per capita, and the ratio of government expenditures to GNP increased from 9% to 35%, and (2) the number of government employees increased from 3.6% of the workforce to 14% between 1891 and 1950.
