[Piracy under international law]
Under international customary law, a pirate is a person who, not as a state agent but for a private purpose, commits acts of violence on the high seas that threaten the safety of traffic of other ships. The 1958 Convention on the High Seas defines piracy as any unlawful act of violence, detention, or plunder committed for a private purpose by the crew or passengers of a private ship or aircraft on the high seas or in any place not subject to the jurisdiction of any state against another ship or aircraft, or against persons or property on board (Article 15).
