Since gaining independence as a republic in 1821, the country has maintained a separation of powers, but has often suffered administrative stagnation and political instability, including military coups. The only civilian president to complete his term under the 1933 Constitution was Manuel Prado (in office 1939-45). Peruvian politics are unstable due to the slow pace of national unification, the strength of the military, and dependence on an economy that exports primary products, as well as the strength of traditional oligarchy, which led to sharp conflicts with radical reform forces such as the APRA Party (Revolutionary Popular Union of America).
