…The Assembly was to be limited to those issues that had been discussed in advance in the Boulevard. All citizens present had equal right to speak, and decisions were made by majority vote. Votes were usually taken by show of hands, but secret votes were also made using voting stones. In the Spartan Assembly, votes were taken by shouting yes or no.
