The Kugyonin (also known as Ono Kugyonin) were based in Onoyama, Kazuno County, Yamashiro Province. They contributed charcoal and torches to the Imperial Court, and in return for serving as soldiers to guard the Onoyama Nagasakaguchi, they were exempt from various checkpoint and commercial taxes, and sold torches, charcoal, and lumber in the capital. Onoyama belonged to the Tonomoriyo domain and was controlled by the head of the domain, the Otsuki clan, and the Toshiyotomo clan. In the Kamakura period, there were over 70 Kugyonin, including official officials and satanists, and in the Muromachi period, they were divided into five villages of Kami Ono and two villages of Shimo Ono, and the two villages were collectively called Sosho Kugyonin. 山城国葛野郡小野山を本拠地とした供御人(別称小野供御人)。炭や松明(たいまつ)を朝廷に貢納し,小野山長坂口警固の兵士を務める代償として,諸関役・諸商売課役を免除され洛中で松明,炭,材木を販売した。小野山は主殿寮(とのもりよう)領に属し寮頭小槻氏,年預伴氏の支配を受けた。供御人は鎌倉時代には70余人で公文(くもん)・沙汰人が存在し,室町時代に上小野5村と下小野2村に分かれ両村を合わせて惣荘供御人と呼んだ。
