[Development of cooperatives]
The development of cooperatives to this extent began in 1844 when about 30 weavers founded a consumer cooperative called the Rochdale Society of Equitable Pioneers in Rochdale, Lancashire, England. The success of this cooperative led to the establishment of many consumer cooperatives based on the so-called Rochdale Principles, such as (1) open membership, (2) democratic operation with one person, one vote, (3) restrictions on dividends on capital contributions, and (4) distribution of surplus funds to members according to their use of the cooperative. This movement spread from Scandinavian countries and other European countries to the rest of the world, and during this process, legislative measures were enacted to guarantee legal status to cooperatives based on the Rochdale Principles.
