It was independently proposed by Steven Weinberg (1933-) of the United States and Abdus Salam (1926-96) of Pakistan (Weinberg in 1967, Salam in 1968), but later, Sheldon Lee Glashow (1932-) of the United States made a major contribution to it, and it is also called the Weinberg-Salam-Glachow theory (these three were awarded the Nobel Prize in Physics in 1979). It can be said to be an incomplete unified theory in that it only reduces the three coupling constants (parameters that represent the strength of the interactions) to two, but a very important feature of this theory is that it shows that the weak interaction is also a gauge theory and that it can be renormalized. *Some of the terminology references "Weinberg, S." are listed below.
