An official from the end of the Heian period to the beginning of the Kamakura period. The third son of the Left Chief Historian Masashige. He succeeded his elder brother Naganari and became a Kanmu in 1165. He was dismissed from his post in 1185 for carrying out the imperial decree to pursue and subjugate Minamoto no Yoritomo, as requested by Minamoto no Yoshitsune and others, but was reinstated in 1191 by order of Emperor Goshirakawa. In addition to establishing Kanmu's position as the person in charge of the practical aspects of the Benkan Bureau of the Dajokan, he also worked as the founder of the Mibu lineage of the Otsuki clan to organize documents for the government and to establish Kanchu Benhochi (territories that cover part of the official expenses of the Imperial Court that should be procured by the Benkan Bureau). These documents and territories were both hereditary assets of the Mibu clan, and at the same time, they also served as funds for the operation of the Benkan Bureau, giving them a dual public and private nature, and can be said to be two sides of the same coin as the establishment of the Otsuki clan's monopoly on hereditary succession to government office. <References> "Mibu Family Documents" vols. 1-10 compiled by the Imperial Household Agency Archives and Mausolea Department, and Yoshihiko Hashimoto's "Research on Heian Aristocratic Society"

平安末期・鎌倉初期の官人。左大史政重の3男。兄永業のあとをうけて永万1(1165)年より官務となる。源義経らの奏請による源頼朝追討宣旨を奉行した責任を問われ,文治1(1185)年に解官されるが,建久2(1191)年に後白河法皇の指示により復職する。太政官弁官局の実務責任者である官務の地位を確立するとともに,小槻氏壬生流の祖として,官中文書の整備,官中便補地(弁官局が調達すべき朝廷の公事経費の一部を負担する所領)の建立に努めた。これらの文書・所領はともに壬生家相伝の財産であると同時に,弁官局の運営の資でもあるという公私二重の性格を持ち,小槻氏による官務独占世襲の確立と表裏一体のものといえる。<参考文献>宮内庁書陵部編『壬生家文書』1~10巻,橋本義彦『平安貴族社会の研究』
