Planning Board Incident

In January 1941 (Showa 16), Planning Board investigators Masaki Chifuyu, Sata Tadataka, and Inaba Hidezo were arrested and indicted one after another for violating the Peace Preservation Law, and in April, former investigators Wada Hiroo and Katsumata Seiichi were also arrested and indicted. Behind this incident was a fierce struggle between the Planning Board and the business community over the new economic system introduced the previous year.

Hiranuma Kiichiro, who became Minister of the Interior in December 1940, alleged that the Planning Board's "Outline for the Establishment of a New Economic System" was based on a Marxist view of society, and he arrested a group of 17 people from the Research Bureau and Planning Agency, including Wada and Katsumata. This did not include the so-called reformist bureaucrats who were the core group in drafting the new economic system, but instead rounded up the "left" group within the Planning Board. In the first trial in September 1945, all were found not guilty (one was found guilty on a separate charge).

1941年(昭和16)1月に、企画院調査官正木千冬(まさきちふゆ)、佐多忠隆(さたただたか)、稲葉秀三(いなばひでぞう)、4月に元調査官和田博雄(ひろお)、勝間田清一(かつまたせいいち)らが治安維持法違反で次々に検挙、起訴された事件。この事件の背後には、前年の経済新体制をめぐる企画院と財界などの激しい抗争があった。

 1940年(昭和15)12月内相に就任した平沼騏一郎(きいちろう)は、企画院の「経済新体制確立要綱」がマルクス主義の社会観によるものであるとして、調査局、企画庁時代からの和田、勝間田を中心とする交友グループ17名を検挙した。そのなかには、経済新体制立案の中心グループであるいわゆる革新官僚は含まれておらず、企画院内の「左派」グループを一網打尽にしたものである。45年(昭和20)9月の第一審判決で、全員無罪(うち1人は別件で有罪)となった。
