Date of birth and death unknown. A local clan leader in the Nara period. Probably from Asuwa County, Echizen Province (Fukui Prefecture). He was the Todaiji Temple Construction Officer, and later the Tairyo (County Governor) of Asuwa County. Around the time of the construction of the Great Buddha of Todaiji Temple, the temple established many manors to maintain its finances. They were particularly concentrated in the three Hokuriku provinces (Echizen, Ecchu, and Echigo). In 749 (Tenpyo Shoho 1), he was dispatched to Hokuriku with the priest Hei'ei, a Jikeyasenjishi, and others, to divine land. The then Ecchu no Kami, Otomo no Yakamochi, held a welcoming banquet for him. The appointment of Azuma was likely based on the fact that he was from the same region, and on his ability as a powerful local lord and ability to organize labor. Kuwabara Manor, which was built with his wealth, is famous.

生没年不詳。奈良時代の地方豪族。越前(えちぜん)国(福井県)足羽(あすわ)郡の出身か。造東大寺司史生(ししょう)から、のちに足羽郡の大領(たいりょう)(郡司)。東大寺大仏の造立のころ、同寺はその財政維持のため多くの荘園(しょうえん)を成立させた。北陸三国(越前、越中(えっちゅう)、越後(えちご))にとくに集中している。749年(天平勝宝1)寺家野占寺使(じけやせんじし)の法師平栄(へいえい)らとともに北陸に派遣され、土地の占定にあたった。当時の越中守(えっちゅうのかみ)大伴家持(おおとものやかもち)は歓迎の宴を開いている。東人の起用は、出身地である点と、彼の現地での有力土豪としての資力と労働力編成の力量を勘案したうえでのことであろう。彼の財力によってできた桑原(くわばら)荘は著名。
