...The first president was Hassan Guled Aptidon, an Issa. At the time of independence, the unicameral parliament had 33 seats: 30 for the Issa, 2 for the Afars, and 2 for the Arabs. In October 1981, the party system was transformed into a one-party state, with the Progressive Popular Rally (RPP), the successor to the LPAI. President Guled ran as the only candidate in the April 1987 elections and was re-elected for a third term.
