Scodra

…The former name of Skutari comes from the ancient Illyrian city of Scodra, and was a key transportation hub during the Roman Empire. From the 6th century onwards it became a Slavic settlement, and was ruled by the Byzantine Empire, the Kingdom of Serbia, Venice, and the Ottoman Turks, before becoming part of Albania in 1914.
