Born in 1616. The eldest son of Okudaira Iemasa. In 1616, he became the 2nd head of the Okudaira clan, the first feudal lord of Utsunomiya Domain in Shimotsuke. In 1621, he was transferred to Koga, Shimousa (Ibaraki Prefecture). After the "Utsunomiya Hanging Ceiling Incident," he was returned to Utsunomiya in 1622.
