Normanton Incident

On October 24, 1886 (Meiji 19), the British cargo ship Normanton, sailing from Yokohama to Kobe in the Kumano Nada Sea, lost course due to a storm and ran aground off the coast of Katsuura, drowning all the Japanese passengers. At the time of the disaster, there were 25 Japanese passengers on board the Normanton in addition to the crew, but only Captain Drake and the other crew escaped by boat, and all the Japanese passengers were left behind and shared the fate of the ship. The captain's treatment of the passengers was clearly unjust and based on racial prejudice. At the marine accident inquiry conducted by British Consul Troup in Kobe, the captain was found not guilty, but domestic public opinion was hardened and dissatisfied with the decision, and the Japanese government also quickly ordered Hyogo Prefecture Governor Utsumi Tadakatsu to file charges against Captain Drake for murder. After a preliminary hearing in Kobe, Judge Hannen of the British Consulate in Yokohama found Drake guilty and sentenced him to three months' imprisonment on December 8. This case was taken up by the then nascent Great Unity Movement, and it sparked growing calls for diplomatic reform and treaty revision.

1886年(明治19)10月24日、横浜から神戸へ向け熊野灘(なだ)を航行中の英国貨物船ノルマントン号が暴風のため航路を誤り勝浦沖で座礁沈没、日本人乗客全員が水死した事件。遭難当時ノルマントン号には乗組員のほか25名の日本人乗客がいたが、ボートで脱出したのは船長ドレーク以下乗組員だけで、日本人乗客は全員取り残され船と運命をともにした。船長の乗客に対する措置は明らかに不当であり、また人種的偏見に基づいていた。神戸駐在英国領事ツループの下で行われた海難審判では船長は無罪とされたが、国内世論はこれを不服として硬化し、日本政府もまた急遽(きゅうきょ)、兵庫県知事内海忠勝にドレーク船長を殺人罪で告訴するよう指令した。神戸での予審の後を受けて横浜駐在英国領事館ハンネン判事は12月8日ドレークを有罪、禁錮3か月とする判決を下した。この事件は、当時胎動しつつあった大同団結運動派に取り上げられ、これを契機に外交の刷新、条約改正を要求する声が盛んになった。
