Sykes, M.

...a secret agreement reached in May 1916 during World War I between Britain, France, and Russia to determine the future boundaries of their territories in the Ottoman Empire in Syria, Cilicia, and Mesopotamia. Drafted by Georges Picot, the French representative, and Mark Sykes, the British representative, the agreement coordinated the treatment of Syria, which France claimed and which would become part of the independent Arab kingdom that Britain had effectively committed to the Arab world in October 1915 by the Hussein-McMahon letter.
