Oban Toneri - Oban Toneri

These were people who came to the capital from the daiban territories of the regent family to perform night guard duties and other miscellaneous tasks. According to one example of a secret document in the Heihanki, the number of toneri who were on duty from the daiban territories in the three provinces of Settsu, Izumi (Osaka Prefecture), and Omi (Shiga Prefecture) numbered 268 people per month, and they were divided into several groups and assigned to the regent family's administrative office, storehouse, craftsmanship, etc. for 10 days each. Toneri were given a certain amount of land in return for their service. The Konoe Family Land Catalog from 1253 (Kencho 5) also lists the above three provinces as "daiban provinces."

摂関(せっかん)家の大番領から上京して宿直警備その他の雑役に従った者。『兵範記(へいはんき)』裏文書の一例によると、摂津、和泉(いずみ)（大阪府）、近江(おうみ)（滋賀県）の3国にある大番領から上番した舎人は、1か月間に268人を数え、いくつかの番に分かれ1人10日間ずつ摂関家の政所(まんどころ)や納殿(おさめどの)、細工所(さいくどころ)などに配置された。舎人にはこの身役(しんえき)に対して一定の土地が給与された。1253年（建長5）の『近衛家(このえけ)所領目録』にも「大番国々」として上記3か国が記載されている。
