A flip-flop is a digital electronic circuit that can store one or more digits and whose contents increase or decrease by one depending on the input signal; it is an important basic component of computers and various automatic control and measurement systems. A flip-flop circuit, whose internal state is inverted each time an input is received, stores binary numbers and counts according to the rules of binary addition (subtraction), so it can be combined to make a counter of any number. n flip-flop circuits can count numbers up to ²ⁿ , but if they are reset to the initial state when m inputs less than n are received, it becomes an m -ary counter.

1桁もしくは複数桁の数を記憶でき，かつ入力信号によって内容が1ずつ増加もしくは減少するように構成されたディジタル電子回路で，コンピューターや各種の自動制御，計測システムなどの重要な基本構成要素である。　入力があるごとに内部状態が反転するフリップフロップ回路は，二進数を記憶し二進法の加(減)算規則によって計数動作をするので，これを組み合わせて任意数の計数器を作ることができる。n個のフリップフロップ回路は2ⁿまでの数を計数できるが，n以下のm個の入力があったとき初期状態にリセットするようにすればm進カウンターとなる。
