...The Secretariat was made up of distinguished people, and by July 1914 had held 16 meetings to discuss important issues. The Secretariat also played a major role in collecting and transmitting information, especially after Camille Huysmans (1871-1968) (Belgium) became Secretary General in 1905. Although the Second International thus became a permanent institution, it was still characterized by being a loose association of national organizations with different circumstances, and the Secretariat's functions were limited to coordinating liaison between affiliated organizations.
