The Imperial territory was located in Kawachi Province, in the area currently centered on Higashiosaka City, Osaka Prefecture. This area was a large inlet where Osaka Bay flowed into the lakes and marshes created by the Yamato River. Fishing and hunting have been popular since ancient times, and the area was designated as a kugoe, where fish and birds were offered as tributes to the Imperial Court. In 905 (Engi 5), the area where fishing and hunting for the purpose of tribute was permitted was reconfirmed as mizushidokoro, and placed under the jurisdiction of mizushidokoro. Fishing and hunting extended to the neighboring province of Settsu, and conflicts over interests arose in various places. For this reason, in 1119 (Gen'ei 2), an order was issued to clarify the territory, to compile a list of kugojin who were permitted to fish and hunt, and to investigate the fields and households that had been given to them. It is known that in 1161 (Oho 1), 230 cho of fields had been given to the kugojin. Gradually, they began to use rice to buy fish and birds and pay them as tribute. The tributes continued until the Muromachi period, although they decreased. Since the Heian period, the Mizuhaya clan, who had served as the local caretaker for generations, grew into a group of samurai.
