An oasis city in the desert of southwestern Libya, it is the capital of Fezzan Province. It has a population of 28,714 (1973). With its fertile oasis, it has long been a stopover on the caravan route connecting Tripoli with the African interior. Since the late 19th century, it has also been a base for the Sanusi national liberation movement. In March 1977, after the Libyan Revolution, the Declaration of Popular Sovereignty was adopted here, and the city was designated a priority development area for the unification of Libya, overcoming its backwardness. Heavy chemical industry, handicraft industry, and housing construction projects have been undertaken, and Sebha is now one of the important economic and cultural centers of Libya. リビア南西部の砂漠地帯にあるオアシス都市で,フェッザーン州の州都。人口2万8714(1973)。肥沃なオアシスを抱え,古くからトリポリとアフリカ内陸を結ぶキャラバン・ルートの中継地点であった。また19世紀後半以降サヌーシー教徒の民族解放運動の拠点ともなった。リビア革命後の1977年3月,〈人民主権確立宣言〉がここで採択され,後進性を脱皮しリビア統一実現の最重点開発地域に指定された。重化学工業,手工業,住宅建設計画が着手され,セブハーは現在,リビア経済・文化の重要拠点の一つとなっている。
