...The subjects of the right to education are all citizens, but since it is children and young people who most intensively demonstrate the process of human development, the right to learn is understood first and foremost as the right of children and young people. Its ideological lineage can be traced back to the French Revolution, but the term "right to learn" (droit d'apprendre) first appeared in the social movements of the late 19th century. In Japan, Shimonaka Yasaburo first advocated for the right to learn in his "Reconstructing Education" in 1920, and it was incorporated into the platform of the Japan Teachers' Union Keimeikai (1920), which he was the central figure in founding.
