The area was again under the control of the Matsumae Domain in 1821 (Bunsei 4), but during this time, there were frequent conflicts with Russia, which was trying to establish trade relations with Japan through the Kuril Islands, such as the attack on Etorofu by Nikolai Khvostov and Gavriil I. Davydov in 1807 (Bunka 4), the capture of Golovnin, who had come to survey the Kuril Islands waters in 1811, and the abduction of Takadaya Kahei by Pyotr I. Rikord the following year.
