...As a result, Marxism formed the mainstream of the Second International. Furthermore, in 1900, based on the resolution of the Fifth Congress held in Paris that year, the Bureau Socialiste International (BSI) was established, consisting of two representatives from each country, and the functions of its executive committee were performed by the Belgian delegation, including Émile Vandelverde (1866-1938), and the permanent secretariat was to be located in the House of the People in Brussels, where the Belgian Labour Party was headquartered. The secretariat was made up of distinguished people, and by July 1914 had held 16 meetings to discuss important issues.
