Yen that can be freely exchanged for foreign currency, that is, convertible yen. As part of the liberalization of foreign exchange, Japan allowed foreigners (non-residents) to open free yen accounts from July 1, 1960. The yen that can be deposited in these non-resident free yen accounts is the yen that non-residents obtain by selling foreign currency to an exchange bank, and the yen that non-residents receive in lieu of receiving foreign currency in connection with transactions approved for foreign currency settlement. This measure made the yen a designated currency that can be used for external settlement, paving the way for the introduction of yen exchange. In other words, non-residents can open free yen accounts at authorized foreign exchange banks in Japan and use yen exchange for actual needs such as import and export transactions, as well as for financial transactions such as arbitrage transactions. The non-resident free yen accounts were unified into non-resident yen accounts with the amendment of the Foreign Exchange and Foreign Trade Control Law in December 1980, and the internationalization of the yen was promoted.
