...the name given to Bismarck's policy of German unification. In 1862, when the Prussian constitutional dispute was intensifying, Bismarck, who had become Prime Minister of Prussia, gave a speech to the Lower House Budget Committee on September 30th, saying, "The great problems of the day can be resolved not by speech or majority vote, but only by blood and iron." From this, his policy was called the "blood and iron policy," which became another name for the policy of German unification through military force.
