...This marked the end of one cycle of the Catholic movement, which took non-compromise to the liberal state as its fundamental principle. In 1906, the lay organizations were reorganized into the Popular Union, the Social and Economic Union, and the Electoral Union, and placed under the supervision of the bishops as the Catholic Action Azione Cattolica. Under these circumstances, only labor unions developed, mainly in the textile industry in northern Italy (joining up in 1918 as the Italian Workers' Union), but the movement to form a political party remained blocked.
