act of state

...refers to acts of a state that have a highly political character. Terms such as "act of state" in the UK, "political question" in the US, "acte de gouvernement" in France, and "Regierungsakt" in Germany are said to roughly correspond to this concept of "act of government." In Japan, under the Constitution of Japan, the courts have jurisdiction over all legal disputes, and in particular the power to review unconstitutional legislation.
