Drago Doctrine

This was a declaration of opposition to the use of force by creditor nations to collect debts, expressed in a letter to U.S. President T. Roosevelt on December 29, 1902, by Luis María Drago (1859-1921), Minister of Foreign Affairs of Argentina. The trigger for this was the attempt on the 9th of that month by the German government, frustrated by Venezuela's default on its debts, to blockade Venezuela's ports by force, with the cooperation of Great Britain (later joined by Italy), and to seize customs revenues.

1902年12月29日，アルゼンチンの外相ルイス･マリア･ドラゴLuis María Drago(1859‐1921)がアメリカ合衆国大統領T.ローズベルトあての書簡の中で表明したもので，債権国が債務取立てに武力を行使することに反対した宣言。そのきっかけは，同月9日，ベネズエラの債務不履行に業を煮やしたドイツ政府が，イギリス(後にイタリアも参加)の協力を得て武力でベネズエラの港湾を封鎖し，関税収入を押収しようとしたことにあった。
