This was a declaration of opposition to the use of force by creditor nations to collect debts, expressed in a letter to U.S. President T. Roosevelt on December 29, 1902, by Luis María Drago (1859-1921), Minister of Foreign Affairs of Argentina. The trigger for this was the attempt on the 9th of that month by the German government, frustrated by Venezuela's default on its debts, to blockade Venezuela's ports by force, with the cooperation of Great Britain (later joined by Italy), and to seize customs revenues.
