A senior member of the Communist Party of the Soviet Union. He joined the party in 1917. In 1930, as head of the Personnel Department of the Central Committee of the Party, he faithfully promoted Stalin's personnel policies and rose to prominence. In September 1936, he was appointed People's Commissar for Internal Affairs, and carried out large-scale purges under Stalin's direction. He was dismissed in December 1938, held responsible for the "excessive" repression. He is presumed to have been shot in 1939.
