The business of having workers that one manages and controls work under the direction and orders of others. The prewar labor lending business was an example of this, and it became a breeding ground for middleman exploitation and forced labor. As it led to a worsening working environment and unclear employment responsibilities, it is now prohibited by law, except for dispatched labor under the Labor Dispatch Law. 自己が管理・統制する労働者を、他人の指揮・命令の下で就労させることを事業として行うこと。戦前の人貸し業がこれにあたり、中間搾取や強制労働の温床となった。就労環境が悪化し、雇用責任が不明確になることから、現在は、労働者派遣法に基づく派遣労働を除いて法律で禁止されている。
