Welfare for the elderly - welfare of aging

Japanese: 老人福祉 - ろうじんふくし（英語表記）welfare of aging

This refers to social welfare policies to address the issue of elderly people, which is one of the social problems. In Japan, the legal basis for this is the Elderly Welfare Act, which was enacted and put into effect in 1963. This act targets all elderly people and aims to promote their welfare. If elderly welfare is understood in a broader sense, it also includes the areas of social security other than social welfare that relate to elderly people, such as pension insurance, medical insurance, and public assistance. If social welfare is understood as a historical product that arose with the establishment of the concept of guaranteeing the right to life by the state, and the establishment of elderly welfare is considered from that perspective, elderly welfare becomes clear as being an extremely contemporary issue.

社会問題の一つである老人問題に対処するための社会福祉施策をいう。日本では1963年に制定･施行された老人福祉法が，その法的な基礎となっている。この法はすべての老人を対象に，その福祉を図ることを目的としている。老人福祉をより広義にとらえる場合は，社会福祉以外の社会保障分野のうち年金保険，医療保険，公的扶助などで老人に関係する部分を含める。社会福祉を，国家による生存権保障の概念が確立されたことによって生じた歴史的な産物としてとらえ，そのうえで老人福祉の成立を考えると，老人福祉はきわめて今日的なことがらであることがわかる。
