Health Care System for the Elderly - Roujinhokenseido
A system for the people to fairly cover the cost of medical care for the elderly. In 1983, as stipulated by the Health Care for the Elderly Act, it was implemented with the aim of comprehensively carrying out health programs such as disease prevention, treatment, and functional training in order to maintain the health of the people in their old age and ensure appropriate medical care. The background to this was the sudden increase in medical care costs for the elderly due to the advent of an aging society and the imbalance in medical care costs in medical insurance. The cost is covered by public funds and contributions from each medical insurance system, and the elderly pay a portion of the cost. It was implemented to replace the free medical care for the elderly system that had been in place for 10 years. Medical insurance subscribers aged 75 or older (65 years old for those with a certain level of disability and certified under the Health Care for the Elderly Act) receive medical care under this system in the city or town where they live. In 2006, the Health Care for the Elderly Act was revised to the "Act on Assurance of Medical Care for the Elderly," and the Late-stage Elderly Medical Care System was launched in 2008, and the new system was implemented.

老人医療に要する費用を国民が公平に負担するための制度。1983年,老人保健法の定めるところにより,国民の老後における健康の保持と適切な医療の確保をはかるため,疾病の予防,治療,機能訓練などの保健事業を総合的に行なうことを目的として実施された。高齢化社会の到来による高齢者医療費の急激な増加,医療保険における医療費負担の不均衡がその背景にあった。公費と医療保険各制度からの拠出金によって費用をまかない,高齢者が一部負担金を支払うというもので,それまで 10年間続いた老人医療費無料化制度に代わって実施された。75歳(一定以上の障害があり,老人保健法の認定を受けた者は 65歳)以上の医療保険加入者は,居住する市町村においてこの制度のもとで医療を受ける。2006年に老人保健法が「高齢者の医療の確保に関する法律」に改められ,2008年に後期高齢者医療制度が発足したことに伴い,新制度に移行された。
