Discussion of the Association of Feudal Lords - Reppan Kaigiron

Japanese: 列藩会議論 - れっぱんかいぎろん

A political theory that emerged in the final stages of the late Edo period. It was an idea that sought to overcome the friction and conflict between the Imperial Court, the Shogunate, and the various domains and achieve unity throughout the country by establishing a council of representatives selected from each domain and giving them the ultimate power. Ideologically, it was formed when the idea of a Western parliamentary system was introduced through the Confucian idea of respecting public opinion, and it can be said to be a parliamentary theory that was established under the Shogunate-domain system of power division. Historically, it continued the idea of unifying the Imperial Court and the Shogunate, but was developed in opposition to the ideas of revering the Emperor and expelling the barbarians or revering the Emperor and overthrowing the Shogunate, and during the Keio era (1865-68) it took on the character of a concept for a new political system.

江戸末期の最終段階に現れた政治論。各藩より選出された代表者からなる会議を設け，これに最高の権力を与えることによって朝廷･幕府･諸藩相互間の軋轢（あつれき）･対立を克服し，全国の一致を実現しようとした思想。思想的には，儒教の公論尊重思想を媒介として，西洋議会制度の観念が導入されたところに形成されたもので，幕藩的な権力割拠制の下に成立した議会論といいうる。歴史的には，公武合体論を継承しつつ，尊王攘夷ないし尊王討幕論に対抗して展開され，慶応年間(1865‐68)には新しい政体の構想という性格を帯びる。
