Medical and physical education scholar, Governor of Tokyo. Born in Osaka City. While at the Faculty of Medicine, Tokyo Imperial University, he was an active rower. In 1917, he studied abroad at the University of London, majoring in physical education physiology. In 1946, he became Director of the Medical Bureau of the Ministry of Health and Welfare (also a professor at the University of Tokyo), and from 1947, he served as President of the Japan Amateur Sports Association and Chairman of the JOC (Japanese Olympic Committee). He was elected as an IOC member at the IOC (International Olympic Committee) General Assembly in 1950, and worked hard to bring the Olympics to Tokyo. During this time, he was elected Governor of Tokyo in April 1959 (2 terms, 8 years), and at the IOC General Assembly in May of the same year, it was decided that the 18th Olympic Games would be held in Tokyo in 1964. He retired from the IOC as a life honorary member in 1968, and continued to serve as President of the All Japan Ski Association and other positions, working hard to promote sports. 医学・体育学者,東京都知事。大阪市出身。東京帝国大学医学部時代はボート選手として活躍。1917年ロンドン大学に留学,体育生理学を専攻。1946年厚生省医務局長に就任(東大教授兼任),1947年からは日本体育協会会長兼JOC(日本オリンピック委員会)委員長を務める。1950年のIOC(国際オリンピック委員会)総会でIOC委員に選任され,オリンピックの東京招致に奔走,この間の1959年4月東京都知事に当選(2期8年),同年5月のIOC総会で1964年の第18回オリンピック東京開催が決定。1968年IOC委員を勇退(終身名誉委員),その後も全日本スキー連盟会長ほかを歴任,スポーツの振興に尽力。1975年オリンピック功労賞銀賞受賞。→東京オリンピック
