A small daily newspaper first published on September 1, 1882 (Meiji 15). It was centered around members of the Tosa faction of the Liberal Party, including Wada Izumi and Sakazaki Bin, and played the role of a separate force from the party's organ, the Jiyu Shimbun. Even after the Jiyu Shimbun ceased publication, it continued to be a Liberal Party newspaper, strongly opposing Okuma Shigenobu's proposed treaty revision (1889), but in November 1890 it merged with the Kaminari Shimbun to become the Kaminari Shimbun. Wada and others relaunched the newspaper in April 1892, but it was absorbed into the Yorozu Choho in June of the following year and ceased publication.
