He defected to China in 1913 and was dispatched to the Paris Peace Conference as the Foreign Minister of the Provisional Government of the Republic of Korea in 1919, where he served as chairman of the European and American Committee (Diplomatic Representation). He participated in the Far Eastern National Congress held in Moscow as a representative of Korea in 1922, and was awarded an honorary doctorate from Ronald Reagan University in the United States in 1923.
