Eight books on forestry policy

Japanese: 林政八書 - りんせいはっしょ

This refers to seven decrees issued by the Ryukyu government in the mid-18th century on forestry policy, plus one issued in 1869 (Meiji 2) to admonish forestry officials for dereliction of duty. Sai-on, who was the highest-ranking official of the Ryukyu government in the mid-18th century, believed that in order to increase his influence over the Qing and the Shimazu clan, economic recovery was the first priority, and he based his policy on forestry promotion. In other words, he placed emphasis on securing timber for castle construction and large ships, and also worked to ensure self-sufficiency in fuel and building materials for the residents. The seven decrees consisted of technical instruction manuals such as methods for determining forest locations, forest types, and afforestation methods for each tree species, which are the basis for forest creation, as well as forestry policy-related matters such as basic guidelines for timber production plans for each island, service regulations for forestry officials, forest police enforcement, and penalties.

琉球政府が18世紀の中ごろに林業政策上だした7編の布令と，1869年(明治2)に森林官の職務怠慢を戒めるためにだした布令1編を加えたものをさしていう。18世紀の中ごろ琉球政府の最高責任者であった蔡温は，清や島津藩に対し発言権を高めるためには，経済復興が第1であるとし，その基本を林業振興においた。すなわち築城用材，大型船舶用材の確保に重点をおき，さらに住民の燃料，建築材の自給に努めた。その7編の布令は，森林造成の基礎となる森林立地の判定法，林相の判定法，あるいは各樹種の造林法などの技術指導書的なものと，各島々の木材生産計画の基本方針，森林官の服務規定，森林警察取締り，およびその罰則などの林業政策的なものとからなっている。
