Born: August 8, 1908, Tokyo Died June 10, 1983. Chinese politician in Beijing. His father was Liao Zhongkai and his mother was He Xiangning. He was born while his parents were studying in Japan, and studied at Xiao Xing Primary School. He returned to China in 1919. He joined the Kuomintang. He came to Japan again in 1927 and enrolled in Waseda University, dropping out in 1928. He joined the Chinese Communist Party and worked in Europe, returning to China in 1932 via the Soviet Union. He was arrested by the Kuomintang, but was released thanks to his mother's efforts, and later participated in the Long March. In 1945 he became a member of the Communist Party's Central Committee, and in 1949 he was put in charge of youth work and overseas Chinese work, and in 1958 he became chairman of the Committee for Asian-African Unity. In 1963 he became president of the China-Japan Friendship Association, and was involved in foreign relations, especially work with Japan. He participated in negotiations on the normalization of diplomatic relations between Japan and China as one of the Chinese representatives. In 1964 he negotiated the LT trade memorandum with Tatsunosuke Takasaki. He was also an adviser to the Ministry of Foreign Affairs from 1972, and visited Japan in April 1973 as head of a delegation from the China-Japan Friendship Association after diplomatic relations between Japan and China were restored. In 1978, he was Vice Chairman of the Standing Committee of the 5th National People's Congress. He was a member of the Central Committee at the 8th National People's Congress in 1956, the 10th National People's Congress in 1973, the 11th National People's Congress in 1977, and the 12th National People's Congress in 1982, and a member of the Politburo at the 1st Plenary Session of the 12th Central Committee in September 1982. He died suddenly after being named as a candidate for Vice President in 1983. He was one of China's foremost Japanophiles.
