In principle, budget expenditures are not permitted to be used for purposes other than those set out in the budget. However, there are cases where the budget cannot be used for its original purpose or where it is inappropriate to use it due to changes in circumstances after the budget is compiled. In such cases, if the change is minor and does not require a supplementary budget, the budget categories may use the funds of those with a deficit and those with a surplus to make adjustments to the budget, within the limits permitted by the Diet resolutions and laws and regulations.

予算歳出は原則として，予算に定められた目的以外に使用することを許されない。しかし予算編成後の事情の変化等により当初の目的どおり予算が実行できないような場合，あるいは実行することが不適切な場合がある。このような場合に，それが補正予算を組む必要のない軽微なものである際には，国会の議決および法令の許す範囲内において，予算区分相互間で，経費の不足している区分と経費の余っている区分とをそれぞれ融通して経理することがある。
