On April 27, 1978, a revolution broke out in Afghanistan and the Democratic Republic of Afghanistan was established. Taraki, Secretary General of the People's Democratic Party, became Chairman of the Revolutionary Council and Prime Minister in place of the murdered President Daud. The new government implemented land reform, debt forgiveness, and new family and marriage laws for gender equality. Opposed to these measures, the opposition declared the establishment of an Islamic government in Peshawar, Pakistan on August 18, 1979, and launched guerilla activities throughout Afghanistan. Meanwhile, there was intense conflict within the revolutionary government, and in July 1978 Karmar was dismissed as Vice Chairman of the Revolutionary Council and Prime Minister and demoted to ambassador to Czechoslovakia, and in August of the same year Qadir was dismissed as Minister of Defense and arrested.
